The Naperville, IL Junk Removal Guide: Disposal, Donation, HOAs

Naperville has a real disposal system, but it splits across five addresses and three different rules depending on what you're getting rid of. Here's how it actually works, and what a hauler is for when it doesn't.

Naperville's Waste Hauler: What You're Working With

Naperville contracts residential garbage and recycling to Groot Industries at a flat $15.70/month on the city utility bill. There are no cart-size tiers or sticker programs like some suburbs, but there are a lot of rules about what fits inside the regular pickup versus what needs a phone call.

Bulk items: up to two non-appliance bulk items per week on your regular collection day at no extra charge. Furniture, mattresses, box springs, small yard tools all count. Anything over the two-item weekly cap, or anything requiring two or more people to lift (a piano, a hot tub, oversized exercise equipment), is a special pickup at a case-by-case fee.

Appliances: one appliance per week, but every appliance must be scheduled by calling Groot at (630) 892-9294. Because Illinois banned appliances from landfills, they are recycled, not trashed.

Electronics: Groot does not take TVs, monitors, computers, or e-waste at the curb under any circumstances. Those go to the Environmental Collection Campus (see below).

Drop-Off Facilities Near Naperville

Naperville Environmental Collection Campus, 156 Fort Hill Drive

This is Naperville's all-in-one drop-off site next to Public Works. Three separate operations run out of one address:

  • Recycling Drop-Off Center — free for standard recyclables and scrap metal, residential only.
  • Household Hazardous Waste (HHW) Facility — the DuPage County HHW site, open to any Illinois resident (see below).
  • Electronics Recycling — TVs, monitors, computers, and cables (see below).

Note: this is not a mixed-load transfer station. The ECC will not accept a truckload of general household junk. For a full basement or garage, contractors haul to private transfer stations in Aurora or West Chicago. That's what Junk Nurse routes to.

Yard Waste in Naperville

Groot collects yard waste from March 16 through December 11 in 2026 on your regular collection day. Every bag or bundle needs a $2.75 sticker. Loose yard waste is not picked up.

Free bagged leaf collection: November 2 through December 11, 2026. Bags only (no cans, no loose leaves), no sticker required during the window.

Electronics and E-Waste

Illinois banned TVs, monitors, and computers from landfills back in 2012. Naperville runs a permanent electronics drop-off at 156 Fort Hill Drive, weekdays 7am to 3pm. Stay in the vehicle, staff unload.

Fees: TV or monitor under 21" = $25. TV or monitor 21" or larger = $35. All other electronics (computers, laptops, printers, cell phones, cables, I-PASS transponders, holiday lights) are free.

Won't take: large appliances, DVDs and cassettes, batteries, smoke detectors, business-quantity e-waste (call the county e-recycler at (217) 364-7543 for bulk over 50 items).

Paint, Chemicals, and Hazardous Materials

Paint, solvents, pesticides, pool chemicals, automotive fluids, propane cylinders, fluorescent tubes, and mercury items go to the DuPage County Household Hazardous Waste Facility at the same 156 Fort Hill Drive address. Open Saturdays and Sundays, 9am to 2pm, free to any Illinois resident.

2026 closure dates: Easter Sunday, Independence Day weekend, and the day after Christmas.

Won't take: latex paint (not classified as hazardous, dry it out and put it in the trash), ammunition, explosives, medical or sharps waste, radioactive materials, or anything from a business.

Naperville's Junk-on-Property Rules

Naperville enforces property maintenance under the 2018 International Property Maintenance Code. Visible junk on private property, weeds or grass over 8 inches, and blocked right-of-way are the common citations. Code enforcement is administered by the Building Department, not the police.

Dumpster Rental Permits in Naperville

A permit is not required for a dumpster placed entirely on your private driveway, yard, or lot.

A permit is required to place a dumpster on the street, alley, sidewalk, or any public right-of-way. Applications go through the city's Civic Access portal. Typical right-of-way obstruction fees run about $88; sidewalk or street closure fees are higher. Review takes roughly two weeks, so plan ahead. Some Naperville HOAs also prohibit driveway dumpsters entirely without board approval; ask your association before scheduling delivery.

HOA Communities in Naperville: What Changes

Naperville has more HOA-governed communities than any other Fox Valley town. The gated ones require pre-approved vendor access; the association-only ones commonly require a certificate of insurance on file. Ask your HOA before you hire anyone.

  • White Eagle: guard-gated, golf-course community on the south side, District 204. Pre-approved vendor access at the gatehouse; send the crew name in advance.
  • Tall Grass: pools and trails, District 204, active architectural review committee.
  • Hobson West: pool and tennis club near downtown, District 203.
  • Cress Creek: 1960s golf-course community with mature lots, District 203.
  • Ashwood Park: newer large-lot estates on the south side, District 204.
  • Stillwater: south Naperville, HOA-governed.
