Is hoarding cleanup covered by homeowner’s insurance?

Why hoarding cleanup isn’t typically covered

Standard homeowner’s insurance covers sudden, accidental damage from covered perils (fire, lightning, theft, water damage from burst pipes, certain wind events). It doesn’t cover maintenance, accumulation, gradual deterioration, or pre-existing conditions.

Hoarding is generally classified as a maintenance issue rather than a covered peril. The accumulation happened gradually; the items aren’t “damaged” in the insurance sense; the cleanup is preventive rather than restorative.

When hoarding cleanup may be partially covered

1. Hoarding linked to a covered peril

If a fire damaged a hoarded home, the insurance claim for fire damage may include cleanup costs for the affected portion. If a pipe burst and water damaged hoarded contents, the water damage claim may cover removal of damaged items.

However, insurance may dispute whether items were already “damaged” before the covered event — meaning their pre-event condition affects what gets covered.

2. Personal property coverage limits

If a covered peril destroys contents, personal property coverage pays for replacement. But there are limits, and pre-existing condition may reduce payout. Hoarded items may have low replacement value due to condition.

3. Loss of use coverage

If a covered peril makes the home uninhabitable and a hoarding cleanup is part of restoring it, loss-of-use coverage may apply to temporary housing while cleanup happens.

4. Specialty policies

Some specialty insurance policies (often through professional cleanup contractors or specific homeowner riders) explicitly cover hoarding cleanup. Rare, but exists.

5. Liability coverage
